Technical Director Platform Strategy
Job Summary
The Technical Director will join the Platform Strategy Division to lead the planning, development, and implementation of marketing-focused products across the Rakuten Group. This role involves managing complex cross-functional projects, from requirement definition to release, while optimizing development processes. You will drive mid-to-long-term ecosystem growth by aligning business strategies with technical architecture and product delivery.
Responsibilities

- Oversee PJM/PMO duties for platform marketing projects
- Lead requirements definition, architecture design, and QA processes

Required Skills
- 5+ years of Web/Development PJM or PMO experience
- Strong proficiency in requirements definition and business analysis
- Technical architectural knowledge (Backend/Frontend/API)

- Business English (TOEIC 735+) and Native Japanese
Job Details
Specific Job Description:
- Create development roadmaps for each product in collaboration with PL/PDM.
- Resolve issues between Biz-Tech organizations and teams, support system establishment, and lead development policy discussions for overall optimization.
- Implement system renovations and shared systems (points, coupons).
- Serve as Project Manager/PJM for cross-functional development projects such as platform functions and company-wide marketing tools.
- Lead product planning, requirements definition, design, and implementation direction (cross-sectional front- and back-end).
- Manage development progress, task decomposition, prioritization, and stakeholder coordination.
- Provide web director support, including architecture and API design, technology selection, and development environment improvement.
- Create and maintain development processes (project creation, requirements definition, development progress management, and release management).
- Lead continuous improvement of development QCD (QA/test scope management/automation, release operations (CI/CD, Git operations, quality assurance, incident prevention), etc.).
Job Requirements:
Required Qualifications:
- Web production/development direction or development PJM/PMO (5+ years): Experience leading and managing the entire process from requirements definition to design, QA, and release.
- Project management involving multiple stakeholders with the ability to manage progress, ensure quality, and prioritize tasks.
- User-side requirements definition and business/customer understanding (Internet services): Experience compiling requirements/specifications in business or development departments and collaborating with marketers and UI/UX designers.
- Understanding of product/system development and web system architecture: Ability to lead process construction and maintenance; ability to communicate with engineers across backend and frontend teams regarding design policy and scope.
- Cross-sectional promotion (consensus building and project management): Experience managing dependencies and risks across diverse stakeholders (business/development/operations/security).
- Business results orientation: Strong focus on achieving performance metrics (CVR, usage rate, retention rate, etc.).
Preferred Requirements:
- Deeper understanding of backend (PHP/Java) and frontend (HTML/CSS/JS/React/Next.js) technologies.
- Architecture design/API specification design expertise.
- Experience with large-scale web/app/new feature development involving high traffic and complex requirements.
- Experience with login-required membership sites (authentication, authorization, personal information).
- Proven track record using Agile/lean approaches to test hypotheses and improve metrics.
- Leadership and team management experience.
